Enforcement Administration Manager (Homeownership Services)
Do you have the drive and inter personal skills to manage the enforcement administration team. You would be responsible for the strategic management of the administrative functions of the Enforcement team, ensuring excellent customer service, and that priorities are met in accordance with the division’s policies and legislation.
This is a diverse role which requires a wide range of skills as the role involves all aspects of service charge enforcement and requires an understanding of income recovery, leasehold management and debt enforcement.
We are recruiting for an enforcement administration manager to work in Homeownership Services based at Tooley Street, London SE1. The enforcement administration manager will be working as part of Exchequer Services to provide a high quality, customer focused service to our enforcement team assisting with the preparation of claim forms against leaseholders and freeholders.
You will work closely with the other teams within Homeownership Services and also the Council’s Legal Services Department appointed by the Council to act on leasehold / freehold issues. Externally you will work with the First Tier Tribunal, County Courts and homeowner’s mortgage companies and external solicitors.
You will require experience of staff management and a strong knowledge and understanding of leasehold management and a thorough understanding of the legal processes of debt recovery and how best to apply these to ensure the timely collection of service charge debts.

The key elements of the role are as follows:
• To be responsible for the strategic management of the administrative functions of the Enforcement team, ensuring excellent customer service and that priorities are met in accordance with divisions policies and legislation.
• Responsible for dealing with all correspondence resulting from legal action against leaseholders and freeholders for the recovery of both capital and revenue service charge debt.
• To assist with the preparation of claim forms against leaseholders and freeholders, request judgments from Court, prepare S146 notices and send them to the leaseholder and their mortgage company, correspond with a leaseholder’s mortgage company to request payment; updating the IT tools (EDMS, BAR, Case Management System) at every stage.
• To manage the Enforcement team’s processes effectively in order to contribute significantly to the collection of outstanding service charges and to produce relevant reports for the Enforcement Manager on a regular basis and as and when required.
